We see it as a bit ambiguous and from a Swedish point of view, not restrictive enough when it comes to the budget...our position is that even the possibility of an increase to the budget, which the signatory countries are open to, is too far-reaching...First we want to discuss the content in the budget, what we should spend the money on.
