Yes - Demos are probably the masters of that - during post 1997 election lunacy they proposed to replace the union jack with a flag with just the word "Britain" on it in a sort of new labour font.
This obv sack of cack was then taken deadly seriously by the press at the time.
The titles may get people's attention, but who then reads beyond the sub-headline?
